SCN’s 2024 Annual Report

Dear SCN Community, 

We are proud to share the Secure Community Network’s 2024 Annual Report, highlighting our shared commitment to safeguarding Jewish life across North America during an unprecedented and volatile threat environment.  

This year’s theme, “In the Spirit of Partnership,” reflects that collaboration is our network’s greatest strength. As you read through these pages, you’ll find powerful examples of how our mission translates into action, mitigating threats and building long-term resilience across North America. 

Your participation drives the collective work to build a culture of preparedness, vigilance, and trust through collaboration, best practices, and protocols. 

In 2024, you made life-saving work possible. SCN’s Duty Desk logged 5,409 threat and suspicious activity reports and made 1,364 referrals to law enforcement, including to the FBI. We trained more than 40,000 community members, helped secure $23.7 million through the Nonprofit Security Grant Program, and achieved 100% baseline national coverage through our network of full-time security professionals. 

Some highlights of the report include: 

  • Campus Safety: Through Operation Secure Our Campus, we responded to more than 500 threats, implemented 40 customized security plans with Hillel International, and conducted site walkthroughs to protect Jewish students. 
  • Camp Security: We launched the Camp Security Initiative, reaching over 3,000 participants at more than 300 day and overnight camps with real-time threat support and physical assessments, filling an urgent gap in our communal security posture. 
  • Real-Time Threat Response: We launched the Red Cell Task Force to monitor the security implications of events like October 7, violent antisemitic rhetoric linked to the conflict in Gaza, and other geopolitical and national trends. 
  • New Website: We launched a redesigned website providing streamlined access to community security professionals, training, grant resources, threat reporting tools, and real-time updates. 

With the backdrop of our continuously elevated threat environment since 10/7, which has since included targeted attacks in Washington, D.C. and Boulder, and escalating threats from Iran and other hostile actors, our network grows stronger every day. Your vision helps drive the resilience, culture, and infrastructure that protect Jewish communities every day and ensures they remain prepared in the face of adversity.

Security directors are routinely tasked with conducting camp Threat, Vulnerability, and Risk Assessments (TVRAs) and advising camp leadership on how to best mitigate observed vulnerabilities. This document discusses the challenges of conducting a camp TVRA, areas in which to improve camp security, and security tips for camp directors.
